The help bit under the army list says that, when making a monster a general "[t]hat monster will receive up to two Levels Up regardless of score". Does that imply a sortof quasi-fourth level, only accesible by making a level two monster a general?

"Up to two" - A number that can include but that may not be greater than the value of "2". In mathematical terms: (Level Up) =< 2
Ergo, should they be Lv. 1, they will receive +2 levels to become Lv. 3. A second level troop is boosted just a single stage to the final level, and a if someone somehow ever battled up to the final 3rd tier and general promoted, they'd get squat "Bye bye, head!" -JBL, Commentary God
